WHO WE ARE
The Business & Licensing Section is seeking a dynamic and collaborative insurance law expert to lead our Insurance Unit, a team of attorneys who advise and represent the Colorado Commissioner of Insurance (Commissioner) and the Colorado Division of Insurance (Division) in a wide variety of interesting and complex legal issues. Insurance affects every Coloradan, and the Unit helps the Division achieve its mission of consumer protection and increased accessibility. The Unit offers the opportunity to practice in a challenging area of law that consistently generates novel questions regarding a wide range of legal fields, including healthcare law, corporate law, administrative law, tax law, and constitutional law.
The Insurance Unit advises the Commissioner and/or Division in areas such financial examinations, market conduct examinations, rate reviews, regulatory reviews of mergers and acquisitions, general legal compliance, reviews of proposed legislation, Colorado sunshine laws, rehabilitation and liquidation of insurance companies, and drafting and promulgation of Division regulations.
Our attorneys also litigate on behalf of the Commissioner and/or Division, primarily in the Office of Administrative Courts, but also in district and appellate courts. Litigated cases involve insurance companies and producers in matters pertaining to all types of insurance, including health, long-term care, life, property and casualty insurance, commercial bail, and immigration bonding.
The First Assistant Attorney General is responsible for leading a team of nine attorneys and one paralegal consistent with the Department’s values that recognize that our employees are public servants, principled, innovative, and better together. The First Assistant Attorney General reports to the Deputy Attorney General for Business & Licensing Section and participates in management and leadership teams for the Section and the Office.
The First Assistant Attorney General facilitates the work and operations of the Unit, promoting collaboration, engagement, integrity, and exceptional legal service. The First Assistant Attorney General assigns and oversees cases and other legal responsibilities, coordinates workflow, and carries an independent workload. In addition, the First Assistant Attorney General has management responsibilities that include coaching and evaluating the attorneys and paralegal, and reporting to senior management on legal, operational, and personnel matters. The First Assistant Attorney General leads the Unit in the development and maintenance of strong client partnerships, monitoring legislative and legal developments related to client representation, and ensuring the delivery of high-quality, cost-effective legal services to clients while maintaining the highest standards of professionalism.
WHAT YOU WILL DO
The First Assistant Attorney General serves as a frontline leader and is responsible contributing to the overall leadership of the Department of Law. Further, as the First Assistant Attorney General, you will be responsible for inspiring, coaching, leading, and supporting your team, drawing out their best, and pushing them to fulfill the Department of Law’s mission of protecting the rule of law and ensuring justice for all Coloradoans.
Additionally, you will have substantial client-relationship duties to meet the needs of the Division and Commissioner, and carry your own caseload of general counsel and litigation matters in connection with various regulatory programs under the Unit.
This recruitment may be used to fill multiple positions in the Department of Law.
Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act.

Applicants for the First Assistant Attorney General position must meet the following criteria:
- Admitted to the Colorado bar or clearly eligible to waive into the Colorado Bar and be in good standing at the time of application. Candidates eligible to waive into the Colorado Bar will be required to submit proof of their completed application before the first day of employment.
- Demonstrated competency in insurance regulation and administrative law.
- Outstanding writing and analytical skills.
The ideal candidate will also have:
- A minimum of eight years of legal experience.
- Prior experience in providing general counsel guidance to a client.
- Litigation experience, including before administrative agencies.
- Prior legal experience in insurance regulation.
- Prior management or supervisory experience leading a diverse workforce.
- A demonstrated commitment to diversity, equity, inclusion, and public service.
Conditions of Employment:
- The final candidates for employment must successfully pass a thorough criminal background investigation.
- Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire,
new employees will have three (3) business days to provide attestation to their status with proof of vaccination.
