WHAT YOU WILL DO

The Office of Financial Empowerment (OFE) was created in 2021 legislation to grow the financial resilience and well-being of Coloradans through community derived-goals and strategies.  The Stakeholder Engagement Manager will support the establishment and growth of this new, state-wide office. This position will advance the OFE’s work to support and catalyze community-based financial resilience strategies that leverage local context, priorities, and expertise. Duties include:

  • Develop and independently manage stakeholder engagement and outreach strategies related to OFE programs and initiatives;
  • Identify need and opportunity for strategic and targeted outreach campaigns;
  • Identify stakeholders including representatives of older adults, younger adults, communities of color, underbanked and unbanked, immigrants, low-income Coloradans, banks, credit unions, local service providers, local government agencies, and foundations;
  • Build relationships with partners who represent the interests of underserved communities, by conducting outreach events, promoting key initiatives, and creating spaces to lift and elevate the voices of Colorado’s diverse communities.
  • Convene meetings, conduct surveys and other outreach methods to solicit input, guide discussions among partners to determine priority activities;
  • In collaboration with the OFE Director and Office of Community Engagement, this position will create and maintain dialogue and relationships with OFE stakeholders state-wide, including state agencies, local and tribal governmental bodies, community organizations, financial institutions, local service providers, philanthropic organizations, and other organizations as necessary to achieve the purposes of the office;
  • Support the development and execution of the OFE communication activities with guidance from Department of Law’s Communications team;
  • Collaborate with the OFE Director in planning and implementation of the statutory mandates of the OFE, including development of methods, programs and policies, developing systems to track progress, and creating reports.

 

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act.

This recruitment may be used to fill other positions in the Department of Law.

 

This position is open only to residents of Colorado.

WHAT WE ARE LOOKING FOR
 
Minimum Qualifications: 

Requires a bachelor’s degree from an accredited institution AND
Two years’ professional experience that includes :

  • Implementing programs focused on
    • wealth/asset building especially for low-income households and/or communities of color OR
    • the financial services industry/consumer financial products OR
    • delivering financial capability and education services OR
    • delivering services to economically disadvantaged communities.
  • Experience must include outreach, community engagement, or facilitation of educational programs.

The successful applicant must possess and maintain a valid driver’s license.

Preferred Qualifications: 

  • Experience developing relationships/networks with community-based organizations, local governments, and other stakeholders
  • Experience developing outreach strategies and conducting outreach events
  • Demonstrated strong public speaking, communications, and facilitation skills
  • Strong written communication skills
  • Familiarity with federal and state programs that support people with low incomes
  • Experience working on challenges facing un/underbanked individuals
  • Knowledge of mainstream financial products, Community Reinvestment Act, financial counseling and coaching, community wealth building
  • Strong interpersonal skills and ability to communicate effectively with a variety of stakeholders
  • Program administration and business operations experience
  • Experience creating community education materials and outreach materials including professional experience with social media platforms
  • Previous experience with CRM such as Salesforce and/or database management
  • Demonstrated commitment to public service

Required Competencies:

  • Requires proficiency with MS Office Suite

Substitutions:  Professional experience that included the elements described in the minimum qualifications listed above (including outreach/education facilitation) will substitute for the required bachelor’s degree on a year-for-year basis. A master’s in public administration, business administration, finance, or master’s in nonprofit management will substitute for one year of the required experience.

 

Conditions of Employment:

  • Applicants must pass a thorough background investigation prior to appointment.
  • Requires in-state travel up to 20% of the time and in-frequent out-of-state travel.
  • Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.

Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.
