HB26-1009 requires every Colorado law enforcement agency to implement LAP by July 2027. Here’s what your agency needs to do — and the resources we provide for each step.
Phase 1 — Contact the Attorney General’s Office
Start here. Reach out to the Department of Law before taking any other steps.
- Complete this survey to designate your agency’s LAP Point of Contact (POC) — the person responsible for coordinating implementation.
- Email preventiontraining@coag.gov to schedule a LAP training session for your officers, or ask about upcoming regional training opportunities.
- Ensure each of your officers have received training by the deadline of July 1, 2027.
Phase 2 — Establish Your Community Partnership
Your agency cannot go live without a confirmed confidential community advocate partner that can answer the LAP hotline 24 hours a day. To get there:
- Identify your regional community advocate. If you are not sure who to contact, email preventiontraining@coag.gov for referrals.
- Walk through the LAP Roles and Responsibilities document (PDF) together. Clarify how warm handoffs will work in practice.
- Confirm the 24-hour LAP hotline number officers will call from the scene, and make sure every officer has it accessible in the field.
No memorandum of understanding (MOU) is required. A shared understanding of roles is sufficient.
Phase 3 — Prepare Your LAP Screen
Download the LAP screen form, insert your agency’s logo, and add your community partner’s LAP hotline number. No other part of the screen may be modified — altering the questions undermines the validated, evidence-based nature of the tool.
If a victim primarily speaks Spanish and you speak Spanish, administer the LAP in Spanish. If you do not, follow your agency’s protocol for Spanish-speaking victims — for example, a language line.
The Department of Law is developing an online LAP screen portal. Officers will be able to complete an agency specific form online and the data will be submitted automatically to the Department of Law, with copies sent to your agency’s selected point of contact and your LAP hotline’s selected point of contact. We anticipate this portal will go live in December 2027.
Phase 4 — Develop Your Internal Protocols
Establish how your officers will administer LAP, document it, and route screens to the Department of Law. Reference materials:

Phase 5 — Go Live
Once your agency has implemented LAP according to the checklist, submit your readiness form so the Department of Law can track agency-level implementation across the state. After go-live, your officers will administer LAP at qualifying DV calls and the screens will be submitted to the Department of Law.
