Information About The Job:
This position is located in the Financial Services Unit of the Department of Law and is responsible for assisting with the day to day accounting operations of the department. This position serves as the primary accountant for federal grants by overseeing grant activities and processes from beginning to end; setting up budgets and expense accounts/codes for new grants; ensuring compliance with all grant requirements; assisting program managers in monitoring of budgets and facilitating budget and/or line item amendments; processing required financial reporting documents including preparing federal grant exhibits and grant modification requests.
This position serves as the travel trainer for the department by providing trainings to departmental staff responsible for making travel arrangements or seeking travel reimbursements. This includes providing training on the purchasing and travel card programs, determining the appropriate use of cards and providing guidance in completing travel requests forms and documentation for travel expenses.
Additionally, this position serves as the primary accountant for departmental programs. This includes overseeing the Tobacco Settlement Cost Share and the Federal Task Force Reimbursements programs by collaborating with the tobacco settlement attorney and legal assistant to identify accounting needs, developing best practices for ensuring timely payment of cost-share billings, developing tracking mechanisms to ensure bills are paid from the appropriate cost-share accounts, providing any necessary status reports and any other financial services support required of the programs.
Assisting with other accounting operations of the department by ensuring transactions are accurate and in accordance with Generally Accepted Accounting Principles (GAAP) and all applicable State fiscal rules and regulations; identifying errors and ensuring compliance with applicable rules and regulations; managing work flows to ensure that all accounting transactions are processed accurately and in a timely manner; maintaining files that include supporting documentation for all accounting transactions; ensuring internal fiscal policies are followed by departmental units; ensuring fiscal deadlines are met; ensuring accurate and timely monthly, quarterly and year-end closes; monitoring and maintenance of accounting controls; resolving accounting discrepancies on a timely basis. Other related duties as assigned or required.
Minimum Qualifications: Bachelor’s degree from an accredited college or university in accounting AND two years (full-time equivalent) of professional accounting experience.
Substitution: A bachelor's degree from an accredited college or university, which included 27 semester hours of accounting or auditing coursework, may substitute for the required education. A master’s degree in accounting or MBA with an emphasis in accounting or a doctorate degree in accounting from an accredited college or university may substitute for the bachelor’s degree and one or two years of the professional accounting experience, respectively. Full-time professional accounting experience may substitute for the bachelor’s degree in accounting on a year-for-year basis.
