Rent payment processing company Domuso agrees to comply with Colorado consumer and credit laws
July 29, 2026 (DENVER) – Attorney General Phil Weiser today announced that Domuso, Inc., a California-based rent payment processor, has entered into a settlement requiring the company to comply with Colorado consumer lending and consumer protection laws and to reform its fee practices for Colorado renters and housing providers.
Domuso offers digital rent payment options for tenants, including “Certified Funds” payment methods such as credit or debit card and ACH transactions. Following an investigation by the Colorado Attorney General’s Office, the state determined that a 3.25% Certified Funds Fee that Domuso charged to tenants when they used a credit or debit card to pay rent was an illegal surcharge under state law. Colorado law generally prohibits imposing a surcharge greater than 2% of the overall payment and requires that companies disclose the fee to consumers.
In addition, the revenue generated from these percentage-based card fees was so substantial that Domuso had a business incentive to promote card payment options. The company had a fee sharing agreement with at least one property to increase Domuso’s and the property’s financial benefit when tenants paid percentage-based card fees.
Under the settlement, Domuso must cap fees related to rent payments, end fee-sharing arrangements with Colorado properties, and provide cost-free payment alternatives to all Colorado renters. Domuso will also pay $100,000 to the state of Colorado to be used for consumer protection efforts, restitution, and enforcement activities.
“Colorado renters deserve transparent, fair, and accessible payment options,” said Attorney General Weiser. “This agreement ensures that Domuso’s fees comply with our consumer protection laws, ends improper fee-sharing practices, and promotes the continued availability of cost-free and traditional payment methods like paper checks. Our office will continue to stand up for tenants and hold companies accountable when they fail to play by the rules.”
Under the settlement, Domuso must:
- Comply with Colorado’s surcharge statute, including limiting Certified Funds Fees related to rent or related payments to no more than 2% of the total payment, and providing clear, conspicuous disclosures.
- Comply with Colorado’s junk fees law, including providing a payment option that is cost free and reasonably accessible to all consumers.
- Terminate all fee-sharing or revenue-sharing agreements with Colorado properties relating to Certified Funds Fees, and refrain from entering into such agreements in the future.
- Support continued acceptance of paper checks, including providing check scanning software at no cost to properties, requesting that properties continue to accept paper checks, and offering mobile check pay options.
- Provide annual compliance reports for two years detailing all Colorado properties using Domuso’s services, available payment methods, and associated fees.
