The Department of Law is recruiting for a Grants Specialist to work in the Contracting and Purchasing team. This position is a great opportunity for a grants professional to work on a variety of important grants that support Colorado citizens and communities — from opioid settlement funds to funds protecting Colorado’s youth. The Grants Specialist position is best suited for someone with previous granting experience and interest in contracts administration, as well as interest in public service.

 

The DOL is currently offering a sign-on bonus for new Grants Specialist hires of $1,500.
 Sign-On bonuses will be paid based on the following timeline:
$750.00 – Time of hire
$750.00 – Time of certification (12 months after hire)

Eligible only to hires new to the Colorado State Personnel System

 

This position is open only to Colorado state residents.

WHAT YOU WILL DO

The Grants Specialist  collaborates and serves as a liaison with Department of Law (DOL) grant programs staff on competitive granting functions. The position shepherds all phases of source selection and competitive applications for incoming and outgoing grants for assigned projects, provides guidance and best practices to grant program staff for incoming grants, including grant applications. The position develops and maintains complete and accurate documentation for each competitive granting process and ensures outgoing grants are appropriately awarded and legally binding. Other duties performed by the Grants Specialist include:

  • Conducts competitive grant processes, including drafting Requests for Applications (RFA)
  • Oversees, coordinates, facilitates, and manages competitive grant evaluations and award processes
  • Ensure competitive grant documents include sufficient specifications and appropriate terms and conditions to obtain maximum competition, as well as meet programmatic and DOL needs
  • Conduct risk assessments
  • Drafts, edits, and revises Statement of Work (“SOW”)/grant requirements
  • Ensures potential awarded applicants comply with State and Federal requirements for doing business under State and Federal granting guidelines
  • Coordinates with the DOL granting units to develop a timeline of grant projects, set priorities, determine work allocation between granting unit and Contracts and Procurement
  • Maintain grant records, including maintaining an inventory of DOL grant programs and current Request for Applications (RFAs) processes
  • In cooperation with program staff, delivers training for grant applicants on the use of DOL grants management system(s) and how to create grant opportunities with the DOL
  • Provides technical assistance and consultation to grant applicants and program staff to ensure utilization of granting best practices for incoming and outgoing grants.

This position will be filled as either a Grants Specialist II or Grants Specialist III, depending on the qualifications of the applicants.
Salary range for Grants Specialist II: $48,396-$67,200
Salary range for Grants Specialist III: $ 56,028-$81,240

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act. Salary will be paid on a biweekly basis.

WHAT WE ARE LOOKING FOR

Minimum Qualifications: 

Requires:

  • Five years (Grants Specialist II) or six years (Grants Specialist III) of full-time professional experience with grant agreement drafting, grant management, competitive granting, non-profit management that involved granting, or grants application drafting.

OR

  • Bachelor’s degree from an accredited college or university AND
  • one year (Grants Specialist II) or two years (Grants Specialist III)  of full-time professional experience with grant agreement drafting, grant management, competitive granting, non-profit management that involved granting, or grants application drafting.

OR

  • A master’s degree  from an accredited institution in public administration, non-profit management, business,  or other closely related field (Grants Specialist  II) AND
  • one year (Grants Specialist III) of full-time professional experience with grant agreement drafting, grant management, competitive granting, non-profit management that involved granting, or grants application drafting.

OR

  • A combination of full-time education and professional experience with grant agreement drafting, grant management, competitive granting, non-profit management that involved granting, or grants application drafting  totaling five years (Grants Specialist II) or six years (Grants Specialist III).

Preferred Qualifications: 

  • Experience with drafting or managing State of Colorado funded grants and/or state competitive grants
  • Experience with State of Colorado grants policies
  • Experience with government granting or nonprofit granting as either the funding agency or grant recipient
  • Experience with grant contract administration, drafting Statements of Work, and ensuring quality of outcomes
  • Experience with budget creation and management
  • Ability to provide technical assistance regarding competitive grants
  • Ability to provide formal training
  • Strong oral and written communications skills

Conditions of Employment: 

  • Applicants must pass a thorough background investigation prior to appointment.
  • Hybrid work arrangements require this position to work in-person in the office a minimum of three (3) days/week. This requirement will not be revised upon completion of a certain number of months with the department.
