This position will be filled either at the Human Resources Specialist III or II level, depending on the qualifications of the final candidate.

Description of Job

This position is open only to residents of Colorado.

WHAT YOU WILL DO

The Employment Team in the Human Resources Unit provides services throughout the employee lifecycle for applicants and employees of the Department of Law. Responsibilities will include recruitment and selection, job evaluation, Fair Labor Standards Act compliance, compensation, personal services contracts review, performance management, consulting with management/supervisors to resolve personnel issues, personnel records management, organizational development, training/professional development, and employee relations and communications.

The Human Resources – Selection and Employment Specialist position will primarily focus on the hiring process for classified and non-classified positions, supporting managers in writing job descriptions, compensation analysis, and new employee onboarding for assigned sections in the Department of Law. The position partners with managers and employees in the following areas:

  • Conduct job evaluations for classified positions
  • Assist hiring manager with job description or position description write ups
  • Partner with managers on talent requisitions, this includes adhering to the recruitment and hiring process for attorney hires and the selection process of the State Personnel system for classified positions
  • Interpret and apply rules and law as it relates to various personnel actions
  • Conduct salary analyses in accordance with State Personnel Rules, Department policy and procedures and the Equal Pay for Equal Work Act
  • Manage data and documents for personnel actions throughout the employment lifecycle
  • Assist with new employee orientation, facilitate onboarding, and present at new employee orientation
  • Develop and present training with other members of the HR unit
  • Participate in statewide working groups
  • Collaborate with others in the HR Unit on a variety of projects

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act.

Salary ranges: 
HR Specialist II – $49,848 – $67,980 annual salary
HR Specialist III – $57,708 – $83,700 annual salary

WHAT WE ARE LOOKING FOR
 
Minimum Qualifications: Please document all relevant experience in detail on your application. Experience will not be inferred or assumed. Any part-time experience listed will be prorated. 

For the HR Specialist II position: 
Five years of professional experience in human resources performing HR functions as the primary duties of the job, duties must include managing hiring processes.

OR

A bachelor’s degree from an accredited institution in a field of study related to the assignment and one year of professional experience in human resources which must include managing hiring processes.

OR

A master’s degree from an accredited institution in Human Resources Management, Industrial/ Organizational Psychology, or similar directly related field.

For the HR Specialist III position: 
Six years of professional experience in human resources which must include managing hiring processes AND at least one of the following functions: compensation analysis, performance management, labor relations, or training creating and delivery.

OR

A bachelor’s degree from an accredited institution in a field of study related to the assignment and two years of professional experience in human resources which must include managing hiring processes AND at least one of the following functions: compensation analysis, performance management, labor relations, or training creating and delivery.

OR

A master’s degree from an accredited institution in Human Resources Management, Industrial/ Organizational Psychology, or similar directly related field AND one year of professional experience in human resources which must include managing hiring processes AND at least one of the following functions: compensation analysis, performance management, labor relations, or training creating and delivery.

Note: Candidates possessing a foreign degree must submit a translation (evaluation) of their degree from an accredited institution, such as The National Association of Credential Evaluations Services in order to be given credit for the degree.

Required Competencies:

  • Proficiency with Microsoft Office Suite
  • Demonstrated customer service skills

In addition to the qualifications above, at the Human Resources Specialist III level, our ideal candidate would have most of the following:

  • Experience with the State of Colorado classified hiring process, and PCP certifications in Selection and Job Evaluation
  • Experience as a human resources professional in an organization that relied on classification structures, such as state or federal government, institutions of higher education, or other similar environment
  • Proficiency using a variety of data systems, HRIS, and applicant tracking systems, specifically NEOGOV
  • Experience creating and delivering training for topics related to hiring, compensation, performance management, or onboarding.
  • Experience providing guidance on state and federal laws to managers

  • This position offers a hybrid schedule and will require working in the office 3 days per week.
