WHAT YOU WILL DO

The Financial Services unit exists to provide accounting, payroll, and financial reporting services to the Department of Law. This unit develops and implements processes for services including financial reporting (internal management, state, and federal), accounts payable and accounts receivable processing, payroll, fiscal policy and procedures, encumbrance management (purchase orders and contracts), budget monitoring, and contracting. This work unit also processes Department of Law payroll for over 600 employees.

The Timekeeping System Administrator will oversee, coordinate and manage all timekeeping and leave-tracking processes for the Department of Law.

Specific responsibilities include:

  • Ensures accurate and timely payroll and timekeeping for all employees
  • Serve as lead for the timekeeping system modernization project
  • Develop and implement DOL timekeeping procedures and updates
  • Review employee timekeeping while adhering to statewide requirements and guidance.
  • Perform system administration of the Kronos system including setting up access and security function profiles.
  • Function as the primary contact with State Office of Information Technology.
  • Conduct new employee payroll and system training.
  • Prepares and enters bi-weekly and monthly payroll.
  • Researches problems and questions for employees concerning time worked and leave balance
  • Reconciles payroll expenditures between the various State systems (including payroll to the General Ledger).
  • Ensures transactions are accurate and complete and in accordance with State rules, policies, and applicable IRS regulations.
  • Performs professional-level analysis of complex datasets to ensure compliance with generally accepted accounting principles, State fiscal rules, State personnel rules, IRS guidelines, and various other federal and State grant-related guidance.
  • Oversee reports and records maintenance.

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act.

This recruitment may be used to fill multiple positions in the Department of Law.

This position is open only to current residents of the State of Colorado.

WHAT WE ARE LOOKING FOR
 
Minimum Qualifications: Please document all relevant experience in detail on your application. Experience will not be inferred or assumed. Any part-time experience listed will be prorated. 

  • Requires a bachelor’s degree from an accredited institution in accounting, finance mathematics,or a closely related field AND
  • Two years of experience performing payroll,timekeeping or accounting duties

OR

  • SIx years of professional experience performing payroll, timekeeping or accounting duties

OR

  • A Master’s degree in accounting, finance mathematics,or a closely related field
  • One year of professional experience performing payroll, timekeeping or accounting duties

OR

  • A combination of college coursework in accounting, finance, mathematics, or a closely related field AND professional experience performing payroll, timekeeping or accounting duties totaling six years of full-time experience/relevant education.

Preferred Qualifications:  In addition to the minimum qualifications, if you possess any of the following specifically include the details on your application, as this information will be used to assess your qualifications and may be used to determine a top group of applicants.

  • Previous experience performing the full range of payroll transactions for a large organization utilizing a financial management system is strongly preferred
  • Strong written and oral communications skills
  • Customer service focus
  • Experience with accounts payable processing
  • State of Colorado payroll processing experience and/or timekeeping and leave management experience is highly desired

Necessary Required Competencies:

  • Outstanding attention to detail
  • Proficiency with MS Office suite, particularly Excel
  • Basic math skills
