This position is open only to classified permanent employees of the State of Colorado, individuals currently on reemployment lists, and former employees eligible for reinstatement as Budget & Policy Analyst III.
WHAT YOU WILL DO
The Budget & Policy Analyst III works in collaboration with the Budget Director and the Operations and Budget Unit to perform all budget-related activities and support the work of the Unit. The position is responsible for annual budget creation, fiscal note preparation, supplemental/budgetary amendment requests, and cash fund fee setting analyses.
Responsibilities include:
- Prepares budget proposal requirements including budget schedules and new budget requests, including the accurate display of budget expenses that tie to the statewide financial system and appropriate projections for request year expenses and DOL budgetary needs
- Coordinates and performs fiscal note analysis
- Reviews, distributes, analyzes, and drafts agency fiscal responses to proposed legislation and ballot initiatives
- Partners with subject matter experts in DOL sections to facilitate analysis and ensures accuracy of analysis
- Drafts the agency response for a large volume of requests in a short turnaround time
- Conducts analysis to complete the annual Statewide Common Policy allocations for Legal Services to State Agencies (LSSA); assembles the appropriate data, analyze legal hours and litigation data and provides recommendations to the Budget Director for the most appropriate allocations to ensure reasonableness, accommodating for 3-year trends, any appropriate true up to the allocations based on previous allocations and use, and that will withstand client agency and audit inquiries.
Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act. Salary will be paid on a biweekly basis.

Qualified applicants must be classified permanent employees of the State of Colorado, individuals currently on reemployment lists, and former employees eligible for reinstatement as Budget & Policy Analyst III.
Minimum Qualifications: Please document all relevant experience in detail on your application. Experience will not be inferred or assumed. Any part-time experience listed will be prorated.
- Requires seven (7) years of professional experience in budget analysis and budget development and implementation, which must have included fiscal note analysis
OR
- A bachelor’s degree from an accredited institution AND in business, business administration, economics, finance, statistics, government, political science or a closely related field AND
- A minimum of three (3) years of professional experience in budget analysis and budget development and implementation, which must have included fiscal note analysis
OR
- A master’s degree from an accredited institution AND in business, business administration, economics, finance, statistics, government, political science or a closely related field AND
- A minimum of two (2) years of professional experience in budget analysis and budget development and implementation, which must have included fiscal note analysis
OR
- Education and professional experience in budget analysis and budget development and implementation, which must have included fiscal note analysis totaling five (5) years AND
- Current, valid licensure as a CPA by the Colorado Board of Accountancy
Preferred Qualifications: In addition to the minimum qualifications, if you possess any of the following specifically include the details on your application, as this information will be used to assess your qualifications and may be used to determine a top group of applicants.
- Knowledge and experience with the full State of Colorado budget and legislative process, including fiscal note analysis and drafting; reading and comprehending proposed legislation; assessing business impacts of proposed legislation; documenting assumptions; and developing calculations, costs, and estimates
- Experience conversing with Legislative Council analysts and the Joint Budget Committee analysts, Office of State Planning and Budget, and Office of the State Controller
- Proficiency with the State Performance Budgeting system
- Proficiency with Excel and Access or other spreadsheet, database and word processing applications
- Proficiency with drafting and developing budget documents in the state financial system (CORE)
- Ability to advocate for department interests
- Excellent analytical skills
- Strong writing skills
- Ability to work collaboratively with a wide variety of stakeholders
