The Colorado Department of Law is recruiting an experienced, highly skilled attorney to lead the Colorado Medicaid Fraud, Abuse & Neglect Unit. The Unit works on civil and criminal investigates cases that directly impact residents of the State of Colorado. This is a critical leadership role that requires exceptional legal expertise, managerial ability, and a deep commitment to ensuring the integrity of Medicaid programs and the protection of vulnerable individuals. The Office of the Attorney General is involved in challenging, interesting, and meaningful work in a collaborative environment supported by leadership committed to effective, ethical, and innovative law enforcement and investigations.

The Medicaid Fraud, Abuse & Neglect Unit (MFANU) is a multidisciplinary team tasked with two missions, the investigation and prosecution of Medicaid provider fraud and the investigation and prosecution of the abuse and neglect of the most vulnerable Coloradans. To that end the work of the COMFCU is primarily focused in three areas:
- Fraudulent conduct by Medicaid providers and individuals involved with providing Medicaid services.
- The abuse, neglect, and exploitation of individuals in health care facilities that receive Medicaid funds or in board and care facilities.
- The recovery of Medicaid overpayments identified in the investigation of fraud, patient abuse and neglect, and financial exploitation of clients.
WHAT YOU WILL DO
The First Assistant Attorney General of the Medicaid Fraud, Abuse & Neglect Unit (MFANU) will be responsible for overseeing the investigation and prosecution of both civil and criminal Medicaid fraud, as well as cases of abuse and neglect within Medicaid-funded facilities.
Unique to this position, the First of MFANU serves as the Unit’s Director, a federally designated position that represents the state of Colorado in participation with the U.S. Department of Health and Human Services, as well as the National Association of Medicaid Fraud Control Units.
The Director will supervise a team of 25+ professionals, including investigators, attorneys, and analysts, and will be expected to manage the MFCU’s efforts in both state and federal courts.
As the First Assistant Attorney General in the Consumer Protection Section, MFANU you will have the opportunity to:
- Leadership and Supervision
- Direct and supervise a team of 25+ staff members, including attorneys, investigators, and analysts, in the investigation, litigation, and resolution of Medicaid fraud, abuse, and neglect cases in both state and federal courts.
- Provide guidance and support to Unit staff in the preparation and presentation of complex legal cases, ensuring alignment with legal and ethical standards.
- Foster a collaborative and high-performing team environment, encouraging professional development and continuous learning within the Unit.
- Investigations and Prosecutions
- Lead the investigation and prosecution of civil and criminal Medicaid fraud cases, ensuring compliance with federal and state laws, regulations, and guidelines.
- Collaborate with state and federal agencies, including law enforcement, to build strong cases for successful prosecution.
- Maintaining communication with local law enforcement and District Attorneys regarding statewide investigations and filed cases.
- Legal Strategy and Court Appearances
- Develop and implement legal strategies for the prosecution of Medicaid fraud, abuse, and neglect cases in both state and federal courts.
- Handle a caseload which may include high profile or complex cases in the Unit and supervise other staff performing the same.
- Provide expert legal advice on complex Medicaid fraud issues, and collaborate with other state and federal agencies to enhance legal efforts
- Policy and Process Improvement
- Continuously assess and refine operational processes within the Medicaid Fraud, Abuse & Neglect Unit to ensure efficiency and effectiveness.
- Recommend legislative or policy changes to enhance the state’s ability to detect, investigate, and prevent Medicaid fraud and abuse.
- Stay informed of developments in Medicaid law, fraud prevention, and healthcare regulations at the state and federal levels.
- Public and Stakeholder Relations
- Serve as a spokesperson for the Medicaid Fraud Control Unit, engaging with the public, the media, and government stakeholders as needed.
- Participate in public education and recommend needed legislation and revision of regulations.
- Cultivate relationships with healthcare providers, advocacy groups, and other stakeholders to strengthen the Unit’s investigative efforts and outreach.
First Assistant Attorneys General at the Department of Law ensure that their units consistently provide high-quality legal representation. The First Assistant Attorney General serves as a frontline leader and is responsible for employee performance management activities, supporting the Assistant Deputy Attorney General with personnel, budget, and various administrative duties affecting the work of the Unit and the Department of Law.
Salary Note: The Department of Law uses a wage progression compensation model. Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act.
Salary will be paid on a biweekly basis.

Qualified applicants must be admitted to the Colorado Bar or be clearly eligible to waive into the Colorado Bar and be in good standing at the time of application. While we understand that no candidate is perfect, given the high-level nature of this role, our ideal candidate will have most of the following:
- At least seven years of legal experience.
- Demonstrate litigation experience, ideally in both in civil and criminal matters, including handling cases in state and federal courts.
- Deep knowledge of criminal law and prosecution, including complex white-collar cases.
- Experience with state and federal healthcare regulations (i.e., Medicaid, Medicare, HHS/OIG exclusion) and HIPPA.
- Strong leadership and management skills, with a proven track record of supervising, inspiring, and guiding a diverse team of professionals in complex legal and investigative matters.
- Formal or informal organizational or team leadership experience as a coach, mentor, and/or manager – with a demonstrated ability to develop individuals and teams professionally.
- Excellent communication, negotiation, and interpersonal skills, with the ability to interact effectively with internal and external stakeholders.
