On June 5, 2024, Colorado passed the Online Dating Services Safety Act, Senate Bill 24-011. Among other obligations, the Act requires that every online dating service with at least one Colorado-based user as of August 7, 2024 adopt a safety policy that complies with C.R.S. § 6-1-731.5 on or before January 1, 2025. They must also submit a URL for the safety policy to the Attorney General’s Office within fifteen days after the safety policy is enacted. Online dating services may access the URL submission portal.
The Act tasks the Attorney General with maintaining a public list of those URLs submitted by online dating services.

2025 Rulemaking Â
The Online Dating Services Safety Act requires the Colorado Attorney General to promulgate rules for the purpose of carrying out the law. CRS § 6-1-731.5(4.5). Pursuant to that authority, on October 9, 2025, the Colorado Attorney General’s Office filed proposed Online Dating Services Safety Act rules with the Secretary of State. The purpose of these rules is to clarify the content of the annual report “concerning member safety and the Online Dating Service’s compliance” required by under CRS § 6-1-731.5(4)(b), and to outline the process for an Online Dating Service to submit to the attorney general’s office the URL for its safety policy as well as its annual safety report.

Cost Benefit Analysis
Pursuant to section 24-4-103(2.5), C.R.S., anyone can request a cost-benefit analysis on proposed rules within five days of publication in the Colorado Register.
