The Department of Law, Division of Community Engagement (DCE) is seeking a skilled, collaborative professional to help strengthen how Colorado’s State Share opioid settlement funds are evaluated and used to support decision-making. This term-limited position will build the foundational tools, processes, and learning practices that help the Opioid Response Unit and Grants & Partnerships Unit use data consistently, effectively, and strategically. This is an opportunity to do meaningful public service work at the intersection of program evaluation, analytics, and cross-system collaboration. The position will bring together programmatic, financial, and public health information from multiple partners and translate it into practical insights that support accountability, transparency, and continuous improvement. The ideal candidate brings strong analytical judgment, excellent communication skills, and the ability to work across teams and stakeholders with varying levels of data capacity.
WHAT YOU WILL DO
This position will lead the development of evaluation, analytics, and learning infrastructure that supports data-informed decision-making for State Share opioid settlement funds. The role is responsible for designing, piloting, and documenting sustainable processes and tools that strengthen oversight, accountability, and program learning.
Key responsibilities include developing performance reporting processes, analyzing and synthesizing qualitative and quantitative information from funded partners, state agencies, and other data sources; identifying trends, gaps, and patterns; and translating complex programmatic, financial, and public health information into clear, actionable insights for leadership and stakeholders.
The position works across internal teams and external partners to improve data alignment, reporting practices, and communication pathways related to State Share-funded work. This includes clarifying expectations, supporting more consistent data submission practices, improving data quality, and helping ensure information can be meaningfully interpreted and used.
The role also supports strategic planning and decision-making by facilitating learning-focused conversations, developing analytic summaries and decision-support materials, providing technical assistance and creating practical approaches for documenting lessons learned, reflections, and key decisions.
In addition, the position may lead emerging data initiatives and special projects, including translating program information needs into technical requirements, coordinating with internal and external partners, and supporting the integration of data tools, analyses, and other deliverables into Unit processes.
This position operates in a small, collaborative team environment and may also contribute to broader Unit priorities as needed while maintaining a primary focus on State Share opioid settlement work.
Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act.
This recruitment may be used to fill multiple positions in the Department of Law, Division of Community Engagement.
