Cannabis companies to cease sales of unlawful hemp products to Colorado consumers, pay fines under settlements with Colorado Attorney General’s Office
May 14, 2025 (DENVER) – Attorney General Phil Weiser announced today that he has reached settlements with two cannabis companies, resolving allegations that they misrepresented their products.
“Consumers should be able to trust the claims businesses make about what they sell, whether it’s cannabis or any other product,” said Weiser. “Companies that deceive consumers are breaking the law, and they will be accountable. That means that they either must change their behavior, as these companies will be required to do, or they won’t be in business anymore.”
MC Global Holdings
MC Global Holdings, LLC, its associated companies, and owners Jeff and Bret Worley, reached a settlement with the attorney general’s office to resolve allegations that the company deceived consumers by misrepresenting the source, origin, quality, characteristics, ingredients, and health benefits of some of its hemp products.
The company, which does business under the brand Vivimu and its associated website, sells hemp extracts and finished hemp products to other hemp product manufacturers and directly to consumers. An investigation found it consistently falsely advertised certain products as being “organic,” made inaccurate claims about having direct involvement in the production of its hemp products, and made unsupported or disallowed health claims regarding the consumption of certain cannabinoids contained in those hemp products.
In addition to ensuring all marketing and other claims made to consumers on the Vivimu website are accurate, the company will also register all associated entities conducting business in the state of Colorado with the Colorado Secretary of State, develop and implement an age verification system for their websites, and comply with Colorado auto-subscription laws.
Under the settlement terms, the company will be allowed to continue to distribute its products from its facility in Lakewood but will pay a $50,000 fine that could grow to $250,000 if it violates the settlement.

Cookies Creative Consulting and Promotions, Inc.
Cookies Creative Consulting and Promotions, Inc. (“CCC&P”), which is associated with the cannabis brand Cookies, agreed to a settlement with the attorney general’s office to resolve allegations that CCC&P licensed its packaging and branding to an unaffiliated third party and then illegally marketed industrial hemp-derived cannabis products. CCC&P is operated by Gilbert Anthony Milam, Jr. and Parker Berling, both residents of California.
Cookies’ distinctive branding and packaging is well known to Colorado cannabis consumers. During a six-month period in 2023, the company sold products that were branded as Cookies products and sold them through a website with a domain that used the Cookies brand. During that time, the company made misrepresentations regarding the source, quality, characteristics, and ingredients of those products, namely cannabis flower.
The attorney general alleges that the company also made misrepresentations as to the legality, source, testing, and other characteristics of the products it was selling. While the company claimed it was selling hemp, laboratory testing conducted during the state’s investigation found THC levels that far exceeded federally legal levels. This testing contradicted the certificates of analysis for those products displayed on the company’s website.
Under the settlement terms, CCC&P will maintain full compliance with all applicable local, state, and federal laws, including obtaining all necessary permits and licenses. They will also display a message on their website reading, “No Sales to Colorado” for products that are prohibited to be sold in Colorado and will not advertise those products in Colorado through any marketing platform.
CCC&P will pay a $41,000 fine to the state, which will grow to $141,000 if the attorney general’s office determines they are not in compliance with the terms of the settlement.
